Series of 10th Anniversary Academic Activities for the Institute of Evidence Law and Forensic Science: the Conference on Development of Evidence Science Has Been Successfully Held

On May 20th 2016, one of the series of 10th Anniversary Academic Activities for the Institute of Evidence Law and Forensic Science (“IELFS”), CUPL ------ Conference on development of evidence science was held successfully in Fada Institute of Forensic Medicine & Science ("FdFS") of IELFS, CUPL.

The main invited guests are: Donggang Zhang, Chief of Social Science Division of the Ministry of Education; Zhongzhi Tai, Director of Science and Technology Division of Ministry of Education; Professor Yao Liu from Physical Evidence Examination Center of the Ministry of Public Security, also the Director of Academic Committee of the Key Laboratory of Evidence Science (“KLES”), CUPL; Xiandan Huo, Former Chief of Judicial Forensic Administration Bureau of the Ministry of Justice; Professor Chongyi Fan from Law School of Wuhan University, also Co-Chair of the “2011 Plan” China Collaborative Innovation Center of Judicial Civilization (“CICJC”); Mr. David R. Fowler, Chief of Forensic Bureau at the state of Maryland, USv; Professor Victor Weedn, President of American Academy of Forensic Sciences and Head of the Forensic Science Department of George Washington University; Professor Hans-Jörg Albrecht, Director of Max Planck Institute for Foreign and International Criminal Law, Germany; Justice Martin Hinton of the Supreme Court of South Australia; Mr. David Caruso, President of Law Society of South Australia; Professor Ling Li, Pathologist of Maryland Forensic Bureau, etc. The Conference also attended by Jin Huang, President of CUPL, Jianzhong Shi, Vice President of CUPL, Professor Baosheng Zhang, Honorable Dean of IELFS as well as Co-Chair of the “2011 Plan” CICJC, leaders from CUPL administration offices including Scientific Research and Academic Affairs. The Conference delegations are mainly from the Ministry of Education, Ministry of Justice, the Supreme People’s Court of China, Peking University, Renmin University of China, Zhejiang University, Sichuan University, Physical Evidence Examination Center of the Ministry Of Public Security, Southwest University of Political Science and Law, Shanxi Medical University, Beijing Public Security Bureau, Beijing Municipal Bureau of Justice, Gansu Higher People’s Court etc. There were more than 90 participants including experts and scholars at home or abroad, faculty members of IELFS, alumnus and student representatives.

(Highlights of the Conference)

A documentary film was first presented to review the development process of IELFS for the past decade, fully demonstrating that based on judicial practice of China, IELFS has been insisted on the trinity developing path of scientific research, academic education and forensic science, insisted on collaborative innovation development of evidence law and forensic science. The documentary also shows challenges facing IELFS and positive actions taken by IELFS, the Institute has gradually grown into a new force in the field of international evidence science.

Jin Huang, President of CUPL, expressed warm congratulations for the 10th anniversary of IELFS on behalf of CUPL at the beginning of his speech. He summarized 10 years achievement of IELFS with six concise sentences: captured the highland of academic, attracted teams of talents, promoted interdisciplinary construction, improved practical application, strengthened international communication and manifested institute culture. President Jin Huang hoping that according to the new developing requirement of the “Thirteenth-Five Year Plan” of China, the IELFS, as a new, main force in the field of evidence science, will continue to contribute its value to the construction of legal system and judicial practice of China by promoting collaborative innovation development of evidence law and forensic science.

Donggang Zhang, Chief of Social Science Division of the Ministry of Education, pointed out in his speech that, according to the new requirements of collaborative innovation and the "Thirteenth-Five year plan", to develop the future way for evidence science, three major problems should be in consideration: a) how to establish a disciplinary development strategy centered on student education and talent cultivation; b) how to build a trinity development system of  student, academic and discipline; c) how to insist on people-oriented development path. He sincerely hope that IELFS will continue to contribute its due responsibilities and values in future development to realize the Dream of a Great Nation which embraces ideas of Theoretical China, Academic China, Moral China and World China.

At the conference, Professor Lin Chang, Dean of IELFS, read out a congratulatory letter for 10th anniversary of IELFS from Xianming Xu, the Deputy Secretary General for the Committee of Political and Legislative Affairs. Professor Ronald J. Allen from U.S. Northwestern University, the winner of the 2014 "The People's Republic of China Friendship Award", sent a congratulatory video to celebrate, meanwhile analyzes the opportunities and challenges now facing evidence science and put forward new subjects for the future development of evidence science for China, Europe and the United States.

Nearly 20 experts and scholars at home and abroad attended the conference, including Professor Yao Liu from Physical Evidence Examination Center of the Ministry of Public Security, also a member of the Chinese Academy of Engineering, Professor Chongyi Fan from Law School of Wuhan University, also the Honorable Director of KLES, Professor Hans-Jörg Albrecht, Director of Max Planck Institute for Foreign and International Criminal Law, Germany and Mr. David R. Fowler, Chief of Forensic Bureau at the state of Maryland, U.S., etc. Participants had deep and comprehensive discussions under the theme development of evidence science, specifically, its disciplinary construction and future development blueprint.

Professor Baosheng Zhang, Honorable Dean of IELFS as well as Co-Chair of the “2011 Plan” CICJC, made a concluding statement. He summarized systematically the fruitful results yielded at this Conference from different aspects of evidence science ------ history, connotation and denotation, international development, future plan and so on and then proposed the idea of disciplinary integration between evidence law and other disciplines. At the end of his speech, Professor Baosheng Zhang sincerely expressed his gratitude to all leaders, experts and scholars both at home and abroad and all other attendants for coming, hoping that we can all care about and support the construction and development of evidence science, as always.
