The American Expert Panel of Forensic Science Paying a Visit to the Institute of Evidence Law and Forensic Science of CUPL

On June 30, 2015, a 10-people forensic expert panel of the University of Maryland, USA, Chief Medical Examiner Office of State of Maryland, USA, American Academy of Forensic Science, USA and Johns Hopkins University led by Victor Weedn, Chairman of American Academy of Forensic Sciences, USA paid a visit to the Institute of Evidence Law and Forensic Science of CUPL. A warm reception was given to them by Jianzhong Shi, Vice-President and Professor of China University of Political Science and Law (CUPL), Bosheng Zhang, Joint-Director of 2011 Collaborative Innovation Center of Judicial Civilization and Honorary Dean of Institute of Evidence Law and Forensic Science, Lin Chang, Dean of Institute of Evidence Law and Forensic Science and Director of Fada Institute of Forensic Science & Medicine, Xu Wang, Vice-Dean of Institute of Evidence Law and Forensic Science and Vice-Director of Fada Institute of Forensic Science & Medicine, Jianwei Liu , Vice-Director of Fada Institute of Forensic Science & Medicine, Dong Zhao, Professor of Institute of Evidence Law and Forensic Science, and Zhuhao Wang, director  of Office of International Cooperation and Exchange. The two sides shared extensive and in-depth academic information with each other.

Accompanied by CUPL and Fada institute leaders, the American expert panel firstly visited Fada Institute of Forensic Science & Medicine’s forensic medicine department, forensic evidence department, general service and remote consultation center as well as the editorial office of the Journal of Forensic Science and Medicine (JFSM), Forensic Science Museum under construction and other relevant functional zones. Through the detailed English interpretation of personnel-in-charge of all departments, the American expert panel gave a good appraisal of the development situation of China’s evidence law and forensic science as well as the internal and external environment, software and hardware building, standardized management of Institute of Evidence Law and Forensic Science and Fada Institute of Forensic Science & Medicine.

After the visit, the American expert panel and the expert representatives of evidence law and forensic science of CUPL held a conference on relevant topics about the forensic science international cooperation. The conference presided over by Zhaoming Guo, Vice-Director of Fada Institute of Forensic Science & Medicine involves representatives from the United States, including David R. Fowler, Director of the Chief Medical Examiner Office of State of Maryland, USA, Erin G, Dean of Graduate School, University of Maryland, USA, Ling Li, Medical Examiner of the Chief Medical Examiner Office of State of Maryland, USA, Xiang Zhang, Toxicologist of the Chief Medical Examiner Office of State of Maryland, USA, Victor Weedn, Chairman of American Academy of Forensic Sciences, USA and Department Director of Forensic Sciences, the George Washington University, USA, and Ralph Hruban, Department Director of Forensic Pathology, Johns Hopkins University, USA. 

 

 

First, Vice-President Jianzhong Shi extended a warm welcome and delivered a speech to the American expert panel on behalf of CUPL. Then, Professor Dong Zhao made a detailed presentation from Institute of Evidence Law and Forensic Science on the overall construction and development of the Institute of Evidence Law and Forensic Science and Fada Institute of Forensic Science & Medicine. Experts from both sides deeply exchanged idea about the cooperation in running schools, combined training, scholar exchange, joint laboratory construction and other issues of China-US forensic science. They had a discussion with a focus on such details as the smooth development of the cooperative agreements signed and to be signed between China University of Political Science and Law and University of Maryland, the George Washington University as well as Johns Hopkins University.

 

 

David R. Fowler, Director of the Chief Medical Examiner Office of State of Maryland, pointed out that China-US Research Center for Evidence Law and Forensic Science has made remarkable progress since over more than one year since its establishment, especially having achieved a phased breakthrough in China-US cooperation in running schools and scholar exchange. As the first cooperative program, China-US Research Center for Evidence Law and Forensic Science plays an active role in such fields as personnel training and education and research. David R. Fowler looked forward to further deepening the cooperation with CPUL and make an improvement in broader areas.

 

  

Erin G, Dean of Graduate School, University of Maryland, indicated that it was a significant breakthrough in scientific research and education of China-US forensic science by means of realizing the credit sharing in the postgraduate program of MS-JM co-sponsored by China University of Political Science and Law in which graduates of forensic MS from University of Maryland could obtain the JM degree of forensic science of CUPL. And meanwhile, she expected that post-graduates of CUPL could go to the United States for strengthening the exchange and research of forensic death investigation and verification as well as the legal justice system, so as to promote international communication and collaborative development. 

 

Victor Weedn, Chairman of American Academy of Forensic Sciences and Department Director of Forensic Sciences, the George Washington University, said that with a similar development prospect to China University of Political Science and Law, the George Washington University enjoys the most time-honored and reputed major of forensic evidence sciences. Located in the US capital, and rooted in the core of national security, the George Washington University provides students of forensic evidence sciences a close access to the crime laboratories and various criminal investigation agencies affiliated with the Federal government. He wished heartily that cooperation in student education with China University of Political Science and Law.

 

 

Vice-president Jianzhong Shi and Honorary Dean Baosheng Zhang awarded the honorary certificate to Ling Li from the Chief Medical Examiner Office of State of Maryland for her outstanding contribution to the China-US forensic science. JFSM invited Professor Victor Weedn of the George Washington University and Professor David R. Fowler of the Chief Medical Examiner Office of State of Maryland as editorial board members and issued the letter of appointment to them; the attendant expert read and appraised the first edition of JFSM Magazine and gave their best wishes of a further successful development.

 

 

 

Honorary Dean Baosheng Zhang concluded the speeches and highly appreciated the significance of this conference. He pointed out that the Research Center of China-US Forensic Science-a cooperative organization co-founded by 2011 Collaborative Innovation Center of Judicial Civilization and overseas institutions has made good progress in such areas as China-US academic exchange and personnel training as an international bridge of forensic science over the past one year, and China would continue to strengthen the communication and cooperation with the United States, so as to work together to promote judicial civilization.

The American expert panel and the experts of CUPL commonly recognized that this visit was substantial and fruitful, and both sides were confident in further strengthening the cooperation of China-US forensic science.
