On May 20, 2014, the occasion of the 8th anniversary celebration of Institute of Evidence Law and Forensic Science of China University of Political Science and Law ,by the "2011 plan"Institute of Evidence Law and Forensic Science of China University of Political Science and Law that affiliated with Collaborative Innovation Center of Judicial Civilization sponsored "judicial civilization index" seminar held in Beijing. More than 40 experts and scholars from China University of Political Science and Law, the Supreme People's Procuratorate, China Academy of Social Sciences Institute of law, Zhejiang University, Southwest University of Political Science and Law, Chinese People's Public Security University, Harbin Institute of Technology, Beijing Jiaotong University, Southeast University,  discussed warmly and deeply.

The seminar was divided into two units. The first element is the report, Professor Zhang Baosheng,the CO director of the Collaborative Innovation Center of Judicial Civilization, honorary president of the Institute of Evidence Law and Forensic Science of China University of Political Science and Law made the theme-report" world index of the rule of law and its reference meaning to the assessment of the China of rule of law". He focused on the basic situation of WJP index of the rule of law and America, Russia, Sweden and other countries and China's ranking on the rule of law.Then the problems of the existence of some parts of the current domestic evaluation were analyzed.Finally the methods that the rule of law index used in the world are introduced in detail. He says, the appraisal of the rule of law in our evaluation in some areas has the problem that lack of neutrality, and index system emphasizes excessivly the "national conditions" or "regional" rather than “universa”and other problems. During the coditions of comprehensive "local law assessment"is not enough in all parts of the country, choosing some level of index selection such as "judicial civilization index" and "the rule by law government index" and other special assessment, may be a feasible method or way worth exploring. Associate Professor Wu Hongqi on behalf of the judicial civilization index project introduces the basic ideas of judicial civilization index project and the preliminary work to the experts. He first introduced the origin and background of the judicial civilization index, and then introduces the basic ideas and methods to measure the judicial civilization index , finally introduced the designof the questionnaire.

The second unit is discussion and comments. The chairman of the academic committee of the Collaborative Innovation Center of Judicial Civilization, honorary president of Institute of Evidence Law and Forensic Science of China University of Political Science and Law ,Professor Chen Guangzhong first speech, he fully affirmed the project research and  the great significance that judicial civilization index upcoming evaluation to promote our country's judicial reform and the construction of rule of law , and he also put forward concrete method of design and questionnaire investigation of the judicial civilization index system.

Professor Fan Chongyi also expressed a positive attitude to the project, and put forward the suggestion to evaluate the judicial civilization especially in the aspect of sampling and survey methods of how to combine pervasive indicators and the Chinese characteristics . The Deputy Director of Collaborative Innovation Center of Judicial Civilization, President of Procedural Law Research Institute, Professor Bian Jianlin, vice president, professor Yang Yuguan and Associate Dean Professor Gu Yongzhong, proposed the specific modifications in the judicial civilization index of one or two level index design and questionnaire design. Professor Qian Hongdao in Zhejiang University, focusing on the Yuhang law assessment related to the implementation of the project, and puts forward some suggestions for research and evaluation of the judicial civilization index. The Supreme People's Procuratorate procuratorial theory research institute deputy director Xie Pengcheng put forward own proposal with procuratorial public trust index project . The scholars also put forward the constructive opinions of thought, research methods, judicial civilization index questionnaire design, sample selection etc.. The whole meeting lasted until noon 12:30 points.Professor Zhang Baosheng expressed sincere thanks to the experts at the meeting , he believes that this meeting is a good start to the judicial civilization index of the project, and he hopes the experts would actively support the judicial civilization index and the relevant assessment work.
